Report to go to Government
THE recommendations of the Napoli report will be presented to the Government in the hope new legislation will be introduced.
Professor Ian Mercer, chairman of the inquiry, said he was disappointed that the Government did not launch its own inquiry after the shocking events following the ship's grounding.
The findings of the report, published on Tuesday, will be sent to the Minister of State for Transport and the Secretary of State.
Professor Mercer said: "We need our Government to take the lead, like it does over oil pollution.
"A legislative change to avoid this happening again in the way it did is needed."
He added that an international body should also be set up to 'look into matters when they happen' and should cover all aspects including compensation.
