A witness was shocked at the ‘daredevil’ antics of people scaling the thousands of tonnes of rubble from cliff falls on Sidmouth’s Pennington Point.
Pepe Arti photographed the group ‘actually reaching the summit’ and said they had ‘no thought’ of another sudden fall happening.
There are frequent calls for East Beach to be closed off but East Devon District Council maintains emergency access for anyone walking from Weston.
Mr Arti said: “We hear a lot about Mount Everest these days, but who would have believed that you can ‘reach the summit’, even in Sidmouth – by climbing the thousands of tons of rubble that has piled up at the bottom of the cliff, with no thought of the risk of yet another sudden fall.
“You try telling the people that there won’t be any advance warning given – you’ll get a mouthful.”
