New plans to convert Sidmouth's Drill Hall into a Rockfish restaurant and bar have been submitted to East Devon District Council.

Proposals to bring the seafood restaurant to the site were initially approved in February 2020, but the planning permission expired in February.

The project had previously faced delays caused by “a legal point and the backdrop of the pandemic”, but the business remained keen to proceed.

Rockfish, which is run by celebrity chef Mitch Tonks, already operates restaurants across Devon and Dorset, including in Exmouth. 

If these plans go ahead, the existing building will be extended, a new block will be built for two unisex toilets and an external terrace will be made for seating.

Planning documents say: “If approved, the building will serve as a restaurant for popular seafood chain, Rockfish, with a view to help rejuvenate the east end of Sidmouth’s historic seafront Esplanade which has been neglected in recent years.

“The proposal would be the first restaurant in the eastern end of the town and, as such, would help to draw more people to the Port Royal area, improving the commercial viability of nearby businesses such as Sidmouth Trawlers and the Lifeboat Shop.

“The proposal is to operate largely within the form of the existing building, as well as the extension which replaces the toilet block.

“The extension includes extended seating to the main restaurant, prep area and store room for kitchen.

“A new toilet block will replace the old one. It is proposed to have two unisex bathrooms, both accessible, with baby changing.”

The primary dining space would be located in the main hall on the ground floor, with four new window openings proposed on the eastern wall.

The extension would provide secondary seating, with three large windows “opening up its natural light and highlighting sea views”.

The existing first floor would become a small private dining area with views over the main restaurant made possible by an internal opening between the chimney breast piers.

Given the significance of the building, the proposals will “retain as much of the original Drill Hall as possible, making the interior structure and roof space focal points of the restaurant whilst protecting what is left of the original masonry from further decay”.
