Officers received a complaint on Tuesday that parked cars in Jesu and Yonder Street caused a jam that halted an ambulance.
Shoppers reportedly had to leave outlets and move their cars so the ambulance could get through at around 11am.
Neighbourhood beat manager PC Phil Thomas has warned drivers that illegally parked cars deemed to be causing an obstruction will be slapped with an on the spot fine by officers.
He said motorists who parked on double yellow lines are at risk from landing a ticket from East Devon District Council parking enforcement officers.
