Plans have been submitted to demolish a house in Sidford High Street and build four townhouses and two apartments.
Badger Homes cites a successful application at neighbouring property number 70, where six apartments were created, as to why its plans for 68 should be approved.
The developer has been in negotiations with the district council over the size of the development on the site; originally wanting to build up to 10 new dwellings.
But the application which is now with the planning officials is for two three-bedroom, and two four-bedroom semi-detached houses, and one two-bed, and one three-bed apartment.
The plans will be discussed by Sidmouth Town Council next month ahead of a final decision by East Devon later this year.
