The accident, which police say involved no other vehicles, happened on the C808 near the Woods Farm Recycling Centre at around 8.15am.
The Devon Air Ambulance was called to the scene at 8.55am after it was feared the woman had suffered back injuries.
Police said the woman, believed to be in her 20s, was conscious and talking and refused to be flown to Royal Devon and Exeter Hospital and was taken by land ambulance.
The hospital has not commented on her status.
