Police and ambulance crews were called to Sidmouth seafront after reports that a man had been found dead in the Port Royal shelter.
The man, believed to be homeless, was pronounced deceased at the scene.
A police spokesman said the death is not being treated as suspicious and a file is being prepared for the coroner.
The body was found by an East Devon District Council StreetScene worker at 7.45am.
