Health officials are taking action against the owners of a Tipton St John nursing home after it emerged inadequate care put residents at risk.

This week, the Care Quality Commission (CQC) confirmed inspections identified a series of failings at Angela Court Nursing and Residential home.

Residents were moved out of the premises in February following an inspection as a safeguarding measure to protect their welfare and the premises have since been empty.

The provider, PSP Healthcare Limited, promised it would commence a full refurbishment programme to improve facilities and intended to recruit more experienced staff.

But, this week the health watchdog rated the home as inadequate and announced intentions to take further action in line with its enforcement policy.

A failure to protect residents from abuse and avoidable harm, inexperienced staff, inadequate standards of cleanliness and hygiene and improper distribution of medicines were amongst the list of failings.

Inspectors also found that people’s health, safety and welfare were put at risk because of a lack of suitable staff and some residents were at increased risk of malnutrition and dehydration.

Adrian Hughes, deputy chief inspector of adult social Care for CQC, said: “People are entitled to services which provide safe, effective, compassionate and high quality care.

“We found many concerns around people’s care and welfare generally. It is clear that the provider did not have a system to monitor the quality of the service and take the required action.

“When we are faced with a residential or nursing home failing their residents, our first instinct is to make sure the service improves. But there are times when we have no confidence that the service will improve. When this happens, we must take action to protect people.

He confirmed the CQC is working with Devon County Council and the Northern, Eastern and Western Devon Clinical Commissioning Group and is now taking further action.
