OTTERY Town Council has supported the third application by a gypsy woman to live on land owned by her family for generations.Kelly Lynch, 31, has been living in a caravan on the land at Coombe Goyle, just outside Tipton St John, for three years.She has asked for planning permission to live on the site permanently, since returning from London following the death of her grandmother in 2004.Town councillors recommended approving a new application at a meeting on Monday, March 10.An EDDC spokesman confirmed a third planning application had been received from Ms Lynch and it would be considered in due course.He said: "Authority for the enforcement notice pre-dates the second application from Ms Lynch last year. Her circumstances, alleged gypsy status and human rights considerations were taken into account when permission was refused in November 2007."He said an enforcement notice would soon be served on Ms Lynch, with a compliance period of three months.
