A former Sidford nursing home will be demolished and replaced with 36 sheltered apartments for the elderly if planning bosses grant approval.
Devon County Council cuts brought about the closure of the 23-bed Green Close in 2014.
It was bought by Churchill Retirement Living, which hopes to redevelop the site with 25 one-bed units and 11 units with two bedrooms.
Over-60s will be housed in a contemporary new building, although the average age in Churchill homes is 79.
The planning application says it will provide purpose-built accommodation that is more suitable to the frailty of old age, and boast a 24-hour support system.
A lodge manager would be the only permanent member of staff. Cleaners, maintenance staff and gardeners would also be brought in.
The number of parking spaces will increase from 13 to 23.
The planning application concludes: “The proposed development is an excellent opportunity to provide the redevelopment of an underutilised site within Sidford, making better use of a brownfield site in a highly sustainable location.”
East Devon District Council will decide the fate of the application.
