A severe weather warning for Sidmouth and East Devon has been issued by the Met Office this afternoon.
A statement said rain is expected to turn locally heavy on Thursday morning including the rush hour period, bringing the risk of surface water flooding.
The forecasters predict it will then peter out from the south, dying away later in the morning over southwest England.
