Preacher at the service, which starts at 10.30am, will be the Reverend Canon Mark Rylands.
It will be led by the Reverend Dave Brown and Dr Peter Fung will direct music.
"Most of the Town Council is turning up and East Devon District councillors," said Mike Edgecumbe of Churches Together in Sidmouth.
