A man, thought to be in his 60s, shoved a 17-year-old teenager after objecting to where his parents dropped him off on a Sidmouth road.
The alleged incident took place in Salcombe Road at around 8.50am on Wednesday, August 31.
The man was described as wearing a burgundy T-shirt, a blue body warmer, a cap and glasses.
PC Simon Blyth said the man had told the boy cars should not be stopping at a certain place on the road before shoving him.
