The "village gateway" scheme near the junction of West Hill Road and Lower Broad Oak Road has already been agreed in principle by highways chiefs, who couldn't find the cash to make it a reality.
County councillor Roger Giles said he is prepared to stump up funds from his locality budget for the project if it gets the backing of the West Hill Residents Association and Ottery town council.
