Plans to remove the HSBC signage from the store in Sidmouth High Street have been refused by East Devon District Council (EDDC) officers.
As well as removing the former HSBC signage, the plans sought to relocate the front door to the Fore Street. This was refused because it would 'would be less convenient and less safe for pedestrians, including wheelchair users because there pavement is narrower'.
Officers also said: "The alterations would give the building an 'incongruous and discordant appearance' and would have an adverse visual impact on and fail to preserve or enhance the character and appearance of Sidmouth Conservation Area, and would adversely affect the setting of nearby Listed Buildings."
The planning application stated: "Having studied the planning history of the building, it is clear that this building has already undergone changes to the shop front of which we wish to replace.
"The building was formerly an HSBC bank, whereby now empty, the applicant is keen to obtain a new tenant. The site lies along two main streets in Sidmouth, Fore Street and New Street."
